Welcome to The Overlook at River Place Property Owners' Association! We hope your transition to The Overlook has been a smooth one. When you closed on your new home, you should have been given a significant amount of information concerning River Place (RP) in general, the RP Residential Community Association and The Overlook at River Place Property Owners' Association (POA). To supplement that information, the Board of The Overlook Property Owners' Association (The Overlook) would like to provide you with a general overview of some of the key rules and recommendations for The Overlook.
The Overlook neighborhood is administratively handled by Inframark Infrastructure Management Services (Inframark), www.inframarkims.com, which currently provides daily management services for both The Overlook and River Place. If you have questions about any issue pertaining to The Overlook, please contact Inframark. The Board for The Overlook meets routinely. All property owners and residents are welcomed at Board meetings, and notices of all meetings are sent prior to the meetings being held. If you are interested in attending an upcoming Board meeting, please contact a Board member in advance. For a current roster of Board members, contact Inframark at www.inframarkims.com. If you are interested in obtaining a copy of the minutes of Board meetings, please send a written request to a member of the Board.

At the beginning of every calendar year, The Overlook Board compiles a directory which is distributed electronically to property owners. If at any time your contact information changes, please provide updated information to Inframark staff and to a current member of The Overlook Board, preferably using the Homeowner Association Information Sheet provided by Inframark to all new property owners.
All property owners and residents are expected to keep their properties, homes and yards well maintained at all times. Property owners and residents are required to promptly handle unsightly routine maintenance issues such as, but not limited to, back yards not adequately cut or trimmed, missing grass, foggy windows, loose gutters, painting issues, damaged or unsightly front doors, broken driveway pavers, and many other potential issues.
Front yards in The Overlook are currently being maintained by BrightView, a contract vendor hired by the Board. Usually, the BrightView team works in The Overlook on Thursdays, Fridays, or Mondays, weather permitting. If property owners or residents have landscaping issues for their front yards, they are to contact Inframark at 512/820-5297, www.inframarkims.com. Back yards are individually maintained by property owners, including regular mowing, trimming, edging, weeding, and individually owned gate maintenance and upkeep. Property owners and residents are respectfully asked not to have standing water or bird feeders in their yards given the propensity for mosquitoes and snakes in our area.
The beauty of our protected canyon attracts all kinds of critters, including rattlesnakes. Stay vigilant, especially with children and pets. Report any sightings to the Board and to your neighbors.
Domestic house pets are most welcomed in The Overlook, although they must be kept secured at all times. Cats are not allowed outside primarily for their own safety given the periodic presence of coyotes in our area. All dogs and/or livestock must be on a leash at all times as required by county and city ordinances and just as in all other areas of River Place. Fines may occur for non-compliance. Be sure to pick up after your pet in your own yard, as well as the yards of your neighbors. If you leave your dog outside for extended periods, and he/she barks or becomes easily agitated, please return your dog inside so as to not disturb your neighbors, especially during the early morning and late evening hours.
Any exterior improvements, changes or additions to your home and landscaping must be pre-approved in writing by two (2) separate entities before any work begins. Such changes include, but are not limited to, patio covers, decks, outside buildings, fencing, buildings, building add-ons, garages, pools, trampolines, painting, driveway pavers, tile and roof replacement, front door changes, and numerous others. Initial approval must first be obtained in writing from The Overlook Architectural Control Committee (ACC) for our neighborhood. Final approval in writing must then be obtained from the River Place Architectural Compliance Committee. Approval forms can be obtained via the websites for either The Overlook (www.overlookrp.com) or River Place (www.riverplacehoa.org) or by contacting Inframark (tobin.hurley@ inframark.com). If any change begins without full written pre-approvals, The Overlook Board/Architectural Control Committee has the right to tell the property owner to remove the unapproved improvement at his/her expense and complete the work in a timely manner at his/her expense based on approved plans. The only time a property owner does not have to obtain written pre-approval is when he or she is replacing 'like with like' or when approval already exists for a particular change from The Overlook ACC. As with all of River Place, parking overnight on Golf Vista Drive (our street) is prohibited. All property owners’ and/or residents’ vehicles are to be parked in individual garages overnight. Permits to park in driveways are available for those property owners or residents with more vehicles than garage spaces. To apply for extra parking permits, complete and return the River Place Vehicle Decal Request form found on the River Place website at www.riverplacehoa.org. Fines may apply for parking violations.
A copy of the most recent Gate Policy for The Overlook can be found on the website at www.overlookrp.com. The Gate Policy outlines a variety of gate-related issues, including the following:
Trash and recycle bins are to be kept out of ‘public view’ except on the night before and the day of trash pickup which is on Wednesdays for The Overlook. The trash (green) bin is picked up weekly. The recycle (blue) bin is picked up every other week. The schedule for trash/recycling pickup can be obtained at the River Place HOA website (www.riverplacehoa.org) under Community Links - Trash Service.
There are a variety of ways (Online/Zego, regular mail, ACH automatic withdrawal, personal bank bill pays, via phone, etc.) to pay POA dues for The Overlook. All payments should be made to The Overlook POA. Payments should not be made to Inframark which will cause a delay in payments being applied to individual accounts. In order to maximize everyone’s safety, property owners and residents are asked to keep outside lights on from dusk to dawn. Garage doors are to be closed unless property owners or residents are working in their garages.
Since we live on a private street, there is no posted speed sign. Please drive very slowly at all times for the safety of our children and all residents. Report the license plate numbers for anyone driving at high speeds to Inframark at 512/820-5297, www.inframarkims.com. Let’s keep our neighborhood safe at all times.
The Overlook Board and The Overlook Firewise Committee which was created in 2021 always remain vitally concerned about protecting our entire neighborhood from the dangers of wildfire. All property owners and residents are asked to fully comply with the provisions of The Overlook at River Place Community Firewise Policy and Guide as shown on this website, including but not limited to continually ridding their respective properties of dead trees, shrubs, limbs or plants; avoiding planting oil-containing plants; and ensuring that wood is not rotting; etc., all of which increase the dangers of wildfires. Property owners and residents are also asked to ensure that trees or plants are not touching roofs, house walls or glass. In addition, property owners and residents are encouraged to request free fire wise safety assessments of individual properties from the RP Firewise Committee which can be reached via Inframark. Members of The Overlook Board and the Firewise Committee will continue to address firewise safety for common areas in the neighborhood and keep property owners apprised of the latest initiatives in this area. Should there be a fire in our neighborhood, do not turn on your sprinklers which will negatively affect the water pressure needed by the Austin Fire Department. Instead, go to the River Place Country Club for safe refuge shelter and await additional instructions. Up-to-date fire warnings can be found at www.WarnCentralTexas.org.
Austin residents can protect their lakes, the environment, and their future water supply by watering only one day a week with automatic sprinklers and a second day, if need be, with hoses. Join your neighbors in helping your community and wallet by adhering to the mandatory watering days and times. By watering only one day a week with a typical automatic irrigation system rather than two to three times a week, a household could save 7,000 to 14,000 gallons a month. That could be a savings of up to $150 a month, depending on how much additional water is used by a household. All property owners/residents in The Overlook are encouraged to sign up and use the Smartwebs Inc. Resident Portal on an individual ongoing basis. The portal provides property owners/residents with the ability to pay owner balances; send messages directly to representatives of Inframark which manages The Overlook; submit architectural applications for approval; and access important community resources and owner history and information such as compliance records, architectural records and work order records. Similar to a healthcare patient portal, the Smartwebs Inc. portal is an excellent tool for owners/residents to handle administrative needs with representatives of Inframark.
